• Requires the Commissioner of the Department of Transportation to issue a report to the Governor and Legislature at the end of each fiscal year containing the numerical rankings of pavements for roads needing maintenance and repair (Sec. 11).

• Specifies that the report should also identify (Sec. 11): 

• The repair and maintenance projects that were completed during the fiscal year;

• The number of pothole repair projects;
