Vote to concur with House amendments and pass a bill that amends the state employee collective bargaining agreement for Unit 6 in California.

Highlights:

• Authorizes the provisions of the collective bargaining agreement entered into by the state employer and State Bargaining Unit 6 (Sec. 1). 

• Specifies that this agreement is effective from July 3, 2025, to July 2, 2028 (Sec. 5).  

• Specifies that the provisions of the agreement that require the expenditure of funds will not take effect unless funds for these provisions are specifically appropriated by the Legislature (Sec. 3). 

• Authorizes the state employer or State Bargaining Unit 6 to reopen negotiations if funds for provisions are not specifically appropriated by the Legislature (Sec. 3). 

• Specifies that if the Budget Act of 2026 is not enacted by July 1, 2026, unallocated special funds in the amount necessary would be appropriated for the payment of compensation and employee benefits covered by the memorandum of understanding until the enactment of the Budget Act of 2026 (Sec. 6.5). 

• Specifies that if the Budget Act of 2027 is not enacted by July 1, 2027, unallocated special funds in the amount necessary would be appropriated for the payment of compensation and employee benefits covered by the memorandum of understanding until the enactment of the Budget Act of 2027 (Sec. 7). 

• Specifies that if the Budget Act of 2028 is not enacted by July 1, 2028, unallocated special funds in the amount necessary would be appropriated for the payment of compensation and employee benefits covered by the memorandum of understanding until the enactment of the Budget Act of 2028 (Sec. 8). 

• Requires state employees in State Bargaining Unit 6 to participate in the Personal Leave Program 2025 (PLP 2025), under which each employee in State Bargaining Unit 6 would receive a 3% reduction in pay in exchange for 5 hours of PLP 2025 leave credits on the first day of each monthly pay period (Sec. 9). 

• Specifies that the employer’s monthly contribution for prefunding other post-employment benefits for the 2025-2026 and 2026-2027 fiscal years is suspended (Sec. 10).
