Title: Establishes Missing Links to California's Comprehensive Early Literacy Reforms
Vote to amend and pass a bill that establishes missing links to California's comprehensive early literacy reforms.
Requires the Commission on Teacher Credentialing to ensure that by September 1, 2028, standards for the professional preparation of administrative service specialization candidates meet certain criteria, including preparation on how to support teachers in delivering literacy instruction (Sec. 2).
Requires the Commission to ensure that by January 1, 2028, program standards and teaching performance expectations for the professional preparation of reading and literacy leadership specialist candidates meet certain criteria, including how to support teachers in delivering literacy instruction (Sec. 2).
Requires the State Board of Education, by January 31, 2027, to adopt instructional materials for K-8 in English language arts and English language development that align with the following criteria (Sec. 3):
The current English Language Arts/English Language Development (ELA/ELD) Framework;
Evidence-based means of teaching foundational reading skills;
Program guidelines for dyslexia; and
The teaching of specific skills and standards that are a subset of the entire (ELA/ELD) Framework.
Specifies that the state must reimburse school districts for costs mandated under this bill according to the Commission on State Mandates (Sec. 4).
