• Amends various laws relating to packaging waste liability in New York and makes producers financially responsible for funding the management of packaging products at their end of life (Sec. 1-3).

• Specifies that these provisions cover all paper but exempt newsprint and magazines, medical devices and drugs, animal biologics, insecticides, and beverage containers already in the state container deposit system (Sec. 1-3).

• Specifies that these provisions also do not accept chemical recycling as acceptable recycling (Sec. 1-3).
