Vote to pass a bill that amends various laws relating to packaging waste liability in New York.
Amends various laws relating to packaging waste liability in New York and makes producers financially responsible for funding the management of packaging products at their end of life (Sec. 1-3).
Specifies that these provisions cover all paper but exempt newsprint and magazines, medical devices and drugs, animal biologics, insecticides, and beverage containers already in the state container deposit system (Sec. 1-3).
Specifies that these provisions also do not accept chemical recycling as acceptable recycling (Sec. 1-3).
Requires a needs assessment and prohibits producers from charging a point-of-sale fee to recoup costs (Sec. 1-3).
Prohibits and bans specific toxic chemicals (Sec. 1-3).
Establishes a set minimum recycling rates and minimum recycled content levels (Sec. ).
Requires advisory councils to oversee producer responsibility organizations (PROs) (Sec. 1-3).
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 4).
