Vote to pass a bill that appropriates $200 million to cover the projected 25% non-federal matching funds for FEMA reimbursement, $50 million for the purchase of sirens, rain gauges, and other equipment in the Central Texas flood region, $24 million to develop enhanced atmospheric measurement and modeling techniques, and $20 million toward a new swift water training facility.

Highlights:

• Appropriates the following amounts from the economic stabilization fund to the Trusted Programs within the Office of the Governor for the two-year period beginning on the effective date of this Act (Sec. 1-4):

• $200 million to match federal funding related to disaster response, relief, and recovery, as well as other disaster needs of the state;

• $50 million to provide grants to assist counties, municipalities, or other local governments included in the governor’s July 4, 2025 declaration of disaster for the purpose of implementing flood warning sirens, rain gauges, and other related equipment;

• $24 million to provide disaster preparedness grants for enhanced atmospheric measurement and modeling techniques to improve forecasting and improve flood management in the Texas Hill Country; and

• $20 million to provide grants to the Harris Fort Bend Emergency Services District No. 100 for a swift water training facility for first responders.

• Specifies that this Act takes effect September 1, 2025, and only if it receives a two-thirds vote of both chambers of the Legislature (Sec. 6).
