Title: Establishes a Statewide Education Accountability System
Vote to pass a bill that establishes a statewide education accountability system in Oregon.
Requires the State Board of Education to develop statewide targets for the following metrics (Sec. 3):
On-time graduation rate;
Five-year graduation rate;
Ninth-grade on-track rate;
Eighth-grade mathematics proficiency rate;
Third-grade reading proficiency rate;
Regular attendance rate;
Regular early-grade attendance rate; and
Local metric rates.
Specifies that the Board must develop up to five local metrics and each school district must pick one to measure (Sec. 3).
Requires the Department of Education to establish metric targets for similar school districts, including each of the metrics listed above, and comparing disaggregated data between districts (Sec. 3).
Requires the Department to collaborate with each school district to develop performance growth targets based on each metric and provide technical assistance to assist districts in meeting their growth targets (Sec. 3).
Specifies that any performance growth targets developed prior to the effective date of this Act apply to the 2025-2026 school year, and any targets developed after the effective date of this Act apply to the 2026-2027 school year (Sec. 4).
Requires each school district to review its progress toward meeting its performance growth targets, and establishes the following corrective actions for districts that do not meet their targets (Sec. 5):
After two years of not meeting growth targets, the Department must provide coaching and support to the district;
After three or more years of not meeting growth targets, the Department must provide intensive coaching to the district; and
After four or more years of not meeting growth targets, the Department must prescribe the uses of up to 25% of money available to the district.
Specifies that the first school year under review for progress toward performance growth targets is the 2026-2027 school year, and the first year that coaching and support must be provided is the 2028-2029 school year (Sec. 6).
Specifies that a school district which has agreed to participate in the intensive program prior to the effective date of this Act is not subject to review of its progress toward meeting performance growth targets until it is finished with the program (Sec. 6).
Requires school districts and public charter schools to administer interim assessments at least three times per year in mathematics and language arts to measure academic growth (Sec. 24).
Specifies that Section 24 of this Act takes effect July 1, 2026 (Sec. 25).
Authorizes the Department of Education to require certain textbooks and training or improvement activities for school districts or public charter schools that do not meet the goals of the state’s early literacy success plan (Sec. 26).
Requires the Department to contract with a public or private entity to review the administrative rule requirements that must be met for a school district to be considered standard (Sec. 29).
Requires the State Board of Education to provide a process for a person who resides in a school district, or a parent or guardian of a student in a school district, to file a complaint about noncompliance with a standard (Sec. 31-32).
Specifies that Sections 31 and 32 of this Act take effect December 31, 2026 (Sec. 33).
Specifies that this Act, unless otherwise provided, takes effect upon passage (Sec. 38).
