Vote to pass a bill that Requires members of New Mexico public college and university boards of regents and governing boards to complete ten hours of training on topics including ethics, budgeting, student success in New Mexico.

Highlights:

• Specifies that the members of the boards of regents of all state educational institutions enumerated in Article 12, Section 11 of the constitution of New Mexico and the governing boards of other public post-secondary educational institutions shall complete ten hours of training during the first six months of the members' terms. The training shall consist of (Sec. 1):

• 2 hours covering the provisions of the constitution of New Mexico and state law about state educational institutions and related post-secondary education matters;

• 2 hours covering financial management, budgeting, and fiduciary duties;

• 2 hours covering student success and student support services;

• 2 hours covering institutional governance, innovation, best practices, and available federal, state, and nongovernmental resources to assist the boards of regents and members of the boards; and

• 2 hours covering ethics and state law regarding ethics oversight and public accountability, including the Procurement Code, the Open Meetings Act, the Gift Act, and the Inspection of Public Records Act.

• Specifies that the provisions of this act apply to all members appointed to the boards of regents of the state educational institutions enumerated in Article 12, Section 11 of the constitution of New Mexico and all members of the governing boards of other public post-secondary educational institutions after the effective date of this act and to current members with at least one year of the members' terms left to be served after the effective date of this act; provided that current members to whom this act applies shall complete the training no later than December 31, 2025 (Sec. 2).
