Vote Smart's Synopsis:

Vote to amend and pass a bill that authorizes physicians from other countries to treat their own players during upcoming international soccer tournaments in Pennsylvania.

Highlights:

• Expands authorizations for physicians licensed outside of Pennsylvania to practice in the state to include those licensed in another country (Sec. 1).

• Expands the amount of time that an exemption of licensure is valid for a traveling physician from 10 days to 45 days per sporting event, and authorizes additional time based on approval of a prior request (Sec. 1).

• Specifies that a temporary license may be granted to an applicant who holds an equivalent license in another state or country, and that the temporary license permits one of the following (Sec. 2):

• The teaching and demonstration of advanced medical and surgical techniques;

• Participation in a medical or surgical procedure for a specific patient;

• Attending to the medical and surgical needs of an individual visiting the state temporarily;

• The practice of osteopathic medicine and surgery in response to a declared state of emergency or disaster; or

• Another purpose deemed appropriate on a case-by-case basis.

• Specifies that this Act takes effect immediately upon passage (Sec. 3).
