Vote to pass a bill that requires the Housing and Community Services Department to create a senior housing initiative and redirects excess funds from the Senior Property Tax Deferral Account to support affordable housing for older adults and people with disabilities in Oregon.

Highlights:

• Requires the Housing and Community Services Department to establish a senior housing development initiative to incentivize housing targeted to older adults and individuals with disabilities (Sec. 2).

• Specifies that the initiative must include housing that prioritizes visitability and accessibility, but not housing for the purpose of providing care (Sec. 2).

• Requires the Department to do the following under the initiative (Sec. 2):

• Make state and federal resources available to support the development, rehabilitation, and preservation of housing for older adults and individuals with disabilities;

• Provide technical assistance to developers to support design that meets the needs of older adults to age well in their homes and communities; and

• Provide regular public updates and track goals and progress relating to affordable rental housing targeted toward older adults and individuals with disabilities.

• Transfers $24,000,000 from the Senior Property Tax Deferral Revolving Account to the General Fund for general governmental purposes (Sec. 3).

• Appropriates $23,500,000 to the Housing and Community Services Department’s General Housing Account for the 2025-2026 and 2026-2027 fiscal years for the development, rehabilitation, and preservation of housing for older adults and individuals with disabilities (Sec. 4).
