Vote to concur with House amendments and pass a bill that appropriates funding for the state transportation budget in California.

Highlights:

• Authorizes the Department of Finance to adjust funding appropriated to the Department of Transportation’s capital outlay support program, and requires the total adjusted differential to equal $0 (Sec. 1).

• Extends the authorized implementation of the $1 transaction fee charged by the Department of Motor Vehicles to private industry partners for department-wide system improvements until December 31, 2028 (Sec. 2).

• Amends the operative date of updated classification requirements for class C driver’s license holders from January 1, 2027 to January 1, 2029 (Sec. 3-4).

• Repeals the effective date that electronic driver’s license applications would solicit registry for the National Marrow Donor Program (NMDP), and requires the Department of Motor Vehicles to set an effective date in collaboration with the NMDP (Sec. 5).

• Amends the start date of the court’s authority to restrict or suspend a driver’s license as a  penalty for street racing from July 1, 2025 to January 1, 2029 (Sec. 7).

• Authorizes the Department of Transportation and local authorities to permit exclusive or preferential use of high-occupancy vehicle (HOV) lanes for vehicles displaying an identifier issued by the Olympic and Paralympic Games organization until January 1, 2029 (Sec. 8).

• Appropriates $1,000 to the Department of Transportation to fund projects in support of the 2028 Olympic and Paralympic Games route network, and authorizes the Department of Finance to increase that amount by up to $20 million (Sec. 10).
