• Appropriates $14.4 billion in funds for the fiscal year 2025-2026 state budget in South Carolina, including, but not limited to (Sec. 1-112):

• A $1,500 pay raise in the minimum salary for teachers, a 2% raise;

• A $18,000 pay raise for state legislators;

• Rescinding $3.5 million from Columbia, SC funding if the city doesn’t repeal its ban on conversion therapy;

• Requiring lottery tickets to be purchased with cash only; and

• Prohibiting colleges from raising tuition for in-state students but allowing the state’s universities to raise tuition for incoming students, so long as they lock in that tuition for the rest of their time at the school.

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 113).
