Vote to concur with Senate amendments and pass a bill that amends water rights placed in the Texas Water Trust and the Texas Water Bank.

Highlights:

• Specifies water rights in the Texas Water Trust that apply only to surface water (Sec. 1).

• Specifies that the Texas Water Bank accepts and holds donations of water rights particularly to meet conservation or environmental needs, including instream flow (Sec. 2).

• Requires the board to review the dedication of any groundwater rights placed in trust, and notify any district or authority that can regulate the spacing of or production from water wells in the location that is subject to groundwater rights (Sec. 4).
