• Establishes new procedures, requirements, and penalties relating to Texas's judicial branch (Sec. ).

• Amends operation and administration of and practices and procedures related to proceedings in the judicial branch of state government, including, but not limited to (Article 1-14, Sec. 1-14.03):

• Court security;

• Court documents and arrest warrants;

• Document delivery;

• Juvenile boards;

• Constitutional amendment election challenges;

• Mandatory expunction for certain persons;

• Record retention; and 

• Youth diversion; 

• Increasing a criminal penalty; and

• Authorizing fees

• Specifies that the provisions of this bill shall take effect beginning September 1, 2025 (Article 15, Sec. 15-02).
