Highlights:

• Reduces the youth detention age limit from 12 to 10 (Sec. 1-31).

• Increases criminal penalties for fentanyl suppliers in overdose cases and motor vehicle homicides when an unborn child is killed (Sec. 1-31).

• Amends various state regulations and provisions relating to the following, including, but not limited to (Sec. 1-31):

• Motor vehicle homicide;

• Motor vehicle homicide of an unborn child;

• Tampering with an electronic monitoring device;

• Controlled substances violations;

• Adult and juvenile probation;

• Detention of juveniles;

• Motorists passing stopped vehicles or vulnerable road users; and 

• Speed limits.

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 32).
