Title: Transfers Funds for the Purpose of Public Transportation
Vote to pass a bill that transfers funds and establishes a funding advisory commission for public transit in Pennsylvania.
Transfers 6.15% of the amount collected under Article II of the Tax Reform Code to the Public Transportation Trust Fund annually (Sec. 3).
Transfers 0.25% of the amount collected under Article II of the Tax Reform Code to the Project Sinking Fund annually (Sec. 3).
Establishes the Road and Bridge Project Fund in the State Treasury for the purpose of funding projects related to the construction, reconstruction, rehabilitation, maintenance, and repair of roads and bridges in the state (Sec. 4).
Establishes the Road and Bridge Project Sinking Fund in the State Treasury for the purpose of the repayment of bonds issued under this act (Sec. 4).
Authorizes the Commonwealth Financing Authority to issue its bonds in principal amounts deemed necessary, but not to exceed $500,000,000, to provide sufficient money for the payment, funding, and other expenses necessary to carry out the purposes of this act (Sec. 5).
Authorizes an increase of the total financial assistance provided to each local transportation organization of up to 20% over the previous year’s allocation for a period of five fiscal years beginning with 2025-26 (Sec. 6).
Transfers 7.9% of the amount collected under Article II of the Tax Reform Code to the Public Transportation Trust Fund annually (Sec. 7).
Establishes the Transportation Funding Advisory Commission within the Department of Transportation for the purpose of developing a comprehensive strategic proposal for addressing the transportation funding needs of the state (Sec. 8).
Specifies that the Commission will be made up of 30-40 individuals appointed by the Governor who represent the interests of all transportation modes, the environmental, energy, and industry sectors, the state, and local governments (Sec. 9).
