Vote to pass a bill that increases criminal penalties for acts of violence and other actions which contribute to a riot in Wisconsin.

Highlights:

• Prohibits government officials from limiting or restricting the authority of a law enforcement agency to arrest or detain individuals involved in a riot or vandalism activity (Sec. 1).

• Authorizes individuals who suffer injury or loss to person or property as a result of a riot activity to bring civil action against the person in violation, including an order requiring the offender to fix or repair damaged property (Sec. 2).

• Defines “riot” as a public disturbance that involves an act of violence, or a threat of an act of violence, as part of an assembly of at least three individuals that constitutes a clear and present danger of damage (Sec. 3).

• Defines “incite” as urging, promoting, organizing, encouraging, or instigating other persons, and specifies that it does not mean to advocate beliefs (Sec. 3).

• Classifies the incitement of another individual to commit a riot as a Class I felony (Sec. 3).

• Classifies acts of violence while participating in a riot as a Class H felony (Sec. 3).
