• Requires the Department of Transportation to establish and administer a public protective services hearing protection program, under which they must provide noise reduction devices to law enforcement and fire protective agencies as requested (Sec. 1).

• Specifies that the hearing devices distributed by the Department must meet the following criteria (Sec. 1):

• They are designed to be used multiple times;

• They are designed to be inserted completely within the ear canal;

• They have a minimum noise reduction rating of 25 decibels; 

• They have a maximum output of 80 decibels; and

• They are commercially available.
