Vote to pass a bill that requires the California State University to explore options to determine how to confirm an individual's status as a descendent of enslaved persons and establish a process for confirming eligibility for reparative claims

Highlights:

• Authorizes California State University to use up to $6 million of its state-appropriated funds to conduct research and develop reparations proposals for African Americans with special consideration for African Americans who are descendants of enslaved persons (Sec. 1).

• Specifies that the university may partner with other universities and/or nonprofits in the development of these proposals (Sec. 1).

• Requires that the university develop a methodology to confirm students’ status as a descendant before the 2026-2027 academic year and requires that this methodology be adopted before the 2029-2030 academic year (Sec. 1).

• Requires the university to consult with the California Legislative Black Caucus once annually concerning their chosen methodology (Sec. 1).

• Requires that the university submit to the Legislature an annual progress report on or before October 1 for the duration of the funding period (Sec. 1).
