Vote to pass a bill that requires the Department of Education to develop a formula to calculate the cost of special education programs in Oregon.

Highlights:

• Defines children with a low incidence disability to include those with visual impairments, deafness, deafblindness, orthopedic impairments, autism spectrum disorder, ot traumatic brain injury (Sec. 1(1)(a)).

• Requires one regional program to coordinate services for blind/visually impaired students and manage related funding (Sec. 1(1)(b)(c)).

• Authorizes and mandates the Department of Education to create a funding formula and report biennially on funding gaps and needs (Sec. 1(3)).

• Expands authority to contract special education services and sets state payment rules (Sec. 1(2), (4), (5)).
