Title: Requires the Department of Education to Develop a Formula to Calculate the Cost of Special Education Programs
Vote to pass a bill that requires the Department of Education to develop a formula to calculate the cost of special education programs in Oregon.
Defines children with a low incidence disability to include those with visual impairments, deafness, deafblindness, orthopedic impairments, autism spectrum disorder, ot traumatic brain injury (Sec. 1(1)(a)).
Requires one regional program to coordinate services for blind/visually impaired students and manage related funding (Sec. 1(1)(b)(c)).
Authorizes and mandates the Department of Education to create a funding formula and report biennially on funding gaps and needs (Sec. 1(3)).
Expands authority to contract special education services and sets state payment rules (Sec. 1(2), (4), (5)).
