Vote to pass a bill that requires that the Oregon Bureau of Labor and Industries conduct an ongoing education effort to ensure businesses accept cash in compliance with existing law until such a time as a high degree of compliance is observed.

Highlights:

• Prohibits a place of public accommodation offering goods or services, or any person acting on behalf of such place, to refuse to accept from a customer or patron United States currency, including Federal Reserve Bank notes, circulating notes of federal reserve banks and national banks, or United States Coins as payment for goods and services (Sec. 1).

• Authorizes places of public accommodation to refuse the following forms of payment (Sec. 1):

• United States coins in amounts equal to or greater than $100; and

• United States currency in $50 or $100 denominations. 

• Specifies that the law does not apply to transactions involving (Sec. 1):

• Farmers’ markets or roadside stands;

• Aircraft-based transactions;

• Transactions involving deposits or rental agreements for consumer goods;

• Establishments owned or controlled by the U.S. government;

• Phone or mail-based retail transactions;

• Internet-based transactions;

• Unattended fuel stations or stations with only one employee, during hours of unattended operation;

• Electric vehicle charging stations;

• Micro markets and vending machines;

• Vending machine clusters of more than eight machines that do not accept cash;

• Licensed insurance activities;

• Hospitals or medical providers that bill after services are rendered, so long as payment in cash or coins is accepted by mail or at another location;

• Regional offices of the Department of Revenue;

• Financial institutions, their branches, and affiliates;

• Membership-only retailers with recurring fees;

• On-street/off-street parking pay stations that accept coins or currency; and

• On-street/off-street parking stations that do not accept cash, provided there is access to one nearby that does.
