Vote to adopt a conference report and pass a bill that authorizes the Regional Transportation District to enter service partnership agreements with certain entities and requires alignment with statewide greenhouse gas reduction targets in Colorado.

Highlights:

• Authorizes the Regional Transportation District to enter into a service partnership agreement with a local government, institution of higher education, business or housing entity, or special district to expand services by (Sec. 2):

• Sharing resources and means of providing services; or

• Cooperating on the research, development, or implementation of transportation system services.

• Requires the District to submit a report to the governor by December 1, 2025 that includes an explanation of the district’s plan to optimize funding to complete the Transportation Expansion Plan and deliver service on the Fixed Guideway Mass Transit System by January 1, 2029 (Sec. 3).

• Requires the District to align with state greenhouse gas reduction targets and develop performance measures to evaluate its progress in aligning with these goals (Sec. 3).

• The required facilities and services to meet service and ridership goals throughout the District’s service area over a 10-year period;

• A plan outlining the projects and services expected to be funded by the current budget;

• A fiscally unconstrained option that describes the investments needed to meet the District’s performance goals; and

• Expected environmental, social, and economic impacts of the recommendations in the plan.

• Establishes the Regional Transportation District Accountability Committee which is required to provide recommendations to the transportation committees of the general assembly on the District’s governance structure, leadership compensation, government representation, and workforce retention (Sec. 8).
