Title: Establishes a Temporary, Transitional Funding System for Public Schools
Vote to concur with Senate amendments and pass a bill that establishes a temporary, transitional funding system for public schools for the 2025-2026 academic year and establishes minimum funding guarantees.
Extends the phase-in schedule of the new school finance formula established in HB24-1448 from 6 to 7 years (Sec. 12-17).
Amends the existing hold harmless clause so that charter schools and school districts shall receive an amount equal to or greater than their FY 2024-2025 allocations through FY 2026-2027 and an amount equal to or greater than their FY 2024-2025 plus 1% through FY 2030-2031 (Sec. 13).
Extends the phase-in schedule of the new at-risk supplemental aid calculation as established in HB24-1448 and holds allocations equal to that of FY 2024-2025 through FY 2026-2027 (Sec. 7).
Amends the existing method under which funding is calculated per pupil to continue use of four-year averaging through FY 2025-2026 before reducing to three-year averaging, subject to both the implementation of the new formula and the balance of the State Education Fund (Sec. 13).
Requires that total program funding meet or exceed an amount of $10.03 billion for FY 2025-2026 (Sec. 15-16).
Appropriates funds to the Colorado Department of Education and adjusts previous cash fund allocations (Sec. 30-33).
Specifies that certain provisions of this bill shall take effect conditionally should SB25-315 become law (Sec. 34).
