Vote to concur with House amendments and pass a bill that requires companies selling residential solar-power systems to disclose the terms of financing and be truthful about electric bill savings and prohibits making cold-call solicitations between 8 p.m. and 9 a.m. in Colorado.

Highlights:

• Requires that solar electric system companies provide consumers with a written disclosure that clearly and comprehensively explains an agreement’s payment schedule, total payment amounts and recurring obligations, terms and conditions, financing information, cancelation options, warranty information, and product performance, maintenance, and cost-savings estimates expectations, in addition to other requirements as applicable, before agreeing (Sec. 2).

• Prohibits solar electric system companies from making cold calls or in-person solicitations between the hours of 8 pm and 9 am or to residences with posted “no-solicitation” signage at any time (Sec. 2). 

• Prohibits and defines misrepresentation on behalf of solar electric system companies (Sec. 2).

• Requires that solar electric system companies provide detailed informational welcome calls to new customers and specifies that all communications shall occur in the customer’s preferred language (Sec. 2).

• Requires that solar electric system companies provide a warranty including protection against roof damage, water infiltration, and workmanship error that shall last no fewer than 4 years (Sec. 2).

• Establishes violations of these provisions as deceptive trade practices under existing law (Sec. 2).

• Specifies that the aforementioned provisions shall apply to agreements entered into on or before July 1, 2026 (Sec. 2).
