Vote Smart's Synopsis:

Vote to pass a bill that requires the installation of universal changing stations in all newly constructed, reconstructed or remodeled public buildings in Rhode Island.

Highlights:

• Requires that any public building that is newly constructed, reconstructed or remodeled on or after January 1, 2027, must install and maintain at least one universal changing station (Sec. 1).

• Requires the Department of Administration to, by January 1, 2026, adopt regulations that include the following requirements (Sec. 1): 

• The entrance to each universal changing station has conspicuous signage indicating the location of the station; and

• If a public building has a central directory, said central directory shall indicate the location of the universal changing station. 

• Specifies that all universal changing stations shall (Sec. 1):

• Be capable of supporting up to three hundred fifty pounds (350 lbs.);

• Be equipped with a height-adjustable changing table; 

• Be located inside a private restroom or in a private stall, enclosed area, or privacy screen within a multi-stall restroom;

• Provide adequate space for assistance, and

• Comply with all requirements of the federal Americans with Disabilities Act. 

• Specifies that exemptions may be granted by the Department if the installation of a universal changing station is not feasible, would result in non-compliance with the Americans with Disabilities Act (ADA) standards for accessibility, or if the cost of proposed reconstruction or remodeling, excluding the changing table, does not exceed ten thousand dollars ($10,000). Additionally, exemptions may apply if the installation would compromise the historic significance of a property or if the building is not frequently accessed by the public (Sec. 1).
