Title: Establishes a Theft of Petroleum Products Task Force
Vote to amend and pass a bill that establishes a theft of petroleum products task force in Texas.
Requires the Railroad Commission to appoint a task force to study and make recommendations related to preventing the theft of petroleum products in Texas (Sec. 1).
Specifies that the task force must be made up of the following representatives (Sec. 1):
One representative from the oil and gas industry;
One representative from an energy trade association; and
Representatives from local, state, and federal law enforcement agencies.
Requires that the task force meet at least quarterly (Sec. 1).
Authorizes the task force to conduct its meetings virtually (Sec. 1).
Specifies that the ongoing study shall address all of the following topics (Sec. 1):
Laws and regulations addressing the theft of petroleum products;
The impact of the theft of petroleum products on the collection of sales tax;
The long-term economic impacts of the theft of petroleum products;
Recommendations on related outreach, prevention, and law enforcement training programs.
Requires the task force to submit a report of the study by December 1st of each even-numbered year (Sec. 1).
Specifies that the provisions of this bill shall take effect on September 1, 2025 (Sec. 3).
Specifies that the provisions of this bill shall expire on December 31, 2030 (Sec. 4).
