Title: Prohibits Insurance Policy Restrictions Based on Owning Specific Dog Breeds

Amends and modifies provisions related to the insurance law to expand protections against restrictions based on owning specific dog breeds to include not only homeowners’ liability insurance but also renters’ insurance in New York (Sec. 1).
Specifies that the renters’ insurance policies that fall under the provisions of this bill are defined in section 3454 of the insurance law (Sec. 1).
Prohibits any insurer from refusing to issue or renew, cancel, charge, or impose an increased rate, exclude, or limit in any way coverage under a policy based solely on a policyholder owning a dog of a specific breed (Sec. 1).
