Title: Appropriates $115 Million Annually in Sales Tax Revenue for a New Public Safety and Violence Prevention Fund
Vote to pass a bill that appropriates $115 million annually in sales tax revenue for a new Public Safety and Violence Prevention Fund in Michigan.
Establishes the Public Safety and Violence Prevention Fund within the Michigan Department of Treasury (Sec. 11a).
Specifies that money within the fund will come from any of the following sources (Sec. 11a):
Money deposited as required by the General Sales Tax Act;
Donations; and
Interest and earnings from investments.
Authorizes the state treasurer to direct the investment of the Public Safety and Violence Prevention Fund (Sec. 11b).
Requires the state treasurer to distribute the first $75 million of the funds as follows, annually beginning September 30, 2026 (Sec. 11b):
2% to DHHS for a grant program addressing community violence;
2% to the Crime Victim’s Rights Fund; and
The remaining funds shall be allocated based on the jurisdictions’ average violent crime.
Specifies that the remaining revenue allocated to cities, villages, townships, and counties shall be based on the number of employed law enforcement officers they have (Sec. 11b)
Requires cities, villages, townships, and counties receiving grants to report violent crime clearance rates to the state police annually (Sec. 11b).
Specifies that the provisions of this bill shall not take effect unless HB 4260 is enacted into law (Sec. 11b).
