Title: Requires the Department of Health and Human Services to Compile Annual Data on Racial and Ethnic Disparities in Health Care

Vote to pass a bill that requires the state Department of Health and Human Services to compile annual data on racial and ethnic disparities in health care in Michigan.

Highlights:

  • Amends the public health code to require the Michigan Department of Health and Human Services to do all of the following (Sec. 2227):

    • Develop and implement a structure to address racial and ethnic disparities in Michigan;

    • Monitor minority health progress;

    • Establish minority health policy;

    • Develop and implement statewide strategies for reducing racial and ethnic health disparities;

    • Establish a webpage on the department’s website to provide information related to this research, including studies and reports;

    • Participate in certain initiatives to promote minority health and disease prevention; and

    • Provide certain funding, within the limits of appropriations, to support health, education, and treatment programs.

  • Requires the department to submit an annual written report on the status, impact, and effectiveness of such programs and policies (Sec. 2227).

  • Amends provisions related to maternal deaths in Michigan to require the department to maintain a team that reviews maternal mortality rates (Sec. 2617b).

  • Requires the department to study the perinatal period in the state, including all of the following (Sec. 2617b):

    • The public and private payment systems and policies related to labor and delivery services; and 

    • The related malpractice insurance policies.

  • Requires the department to submit a report concerning certain maternal health policies  beginning January 1, 2026, and every 3 years thereafter (Sec. 2618).

  • Specifies that the provisions of this bill shall not take effect unless SB 30 and SB 32 are enacted into law (Sec. 2618).
