  • Specifies that only the following official governmental flags may be flown or displayed on the property of state and local government buildings (Sec. 3):

    • The American flag;

    • The North Carolina state flag;

    • The flag of a county, city, governmental agency, school, or educational facility;

    • The flag of any branch of the U.S. military;

    • The Prisoner of War/Missing in Action flag;

    • The Honor and Remember flag;

    • The flags of nations recognized by the U.S.;

    • The flag of any state or territory of the U.S;

    • The flag or a political subdivision of any state or territory of the U.S.; and

    • The flag of any Indian tribe recognized by state or federal law.

  • Specifies that the provisions of this bill do not authorize municipalities to prohibit official governmental flags from being flown or displayed on private property (Sec. 2). 

  • Authorizes reasonable restrictions on flag size, number of flags, location, and height of flagpoles to protect public health and safety (Sec. 2).

  • Specifies that the provisions of this bill shall not apply to historic displays at museums (Sec. 3).  

  • Specifies that the provisions of this bill shall take effect October 1, 2025, and applies to violations occurring on or after that date (Sec. 4).
