Vote to pass a bill that establishes a parental bill of rights in K-12 education in New Hampshire.

Highlights:

• Establishes the Parent’s Bill of Rights in Education in New Hampshire to protect parents’ rights and responsibility to direct the upbringing, education, and care of their minor children (Sec. 1). 

• Specifies that knowingly withholding information required to be disclosed to a parent under the Parent’s Bill of Rights is considered a violation of the provisions of this bill (Sec. 1). 

• Specifies that the rights of a parent regarding his or her child include, but are not limited to, all of the following (Sec. 1):

• The right to direct their child’s upbringing and the moral or religious training;

• The right to direct their child’s education;

• The right to request their child be enrolled in a public school other than the one assigned to them;

• The right to enroll their child in a private school or homeschooling;

• The right to obtain access to public school curriculum even if their child is attending a non-public school or home education program;

• The right to inspect any instructional materials utilized in their child’s education;

• The right to exempt their child from certain immunizations for health or religious reasons;

• The right to exempt their child from certain statewide assessments;

• The right to receive information regarding their child’s academic achievement;

• The right to opt their child out of health or sex education;

• The right to request their child’s education records from the child’s school;

• The right to be notified if a criminal offense is committed against their child;

• The right to be notified if seclusion or restraint has been used on their child;

• The right to request information about their child’s school’s discipline policies;

• The right to receive information about any survey or questionnaire their child is asked to complete for the school;

• The right to access their child’s medical records maintained by the school; and

• The right to consent to and be informed of certain medical services that may be provided to their child at school.

• Specifies that the provisions of this bill shall take effect on September 1, 2025 (Sec. 3).
