Title: Authorizes the Secretary of State's Office to Contract with Certain Entities for Voter Roll Verification
Vote to pass a bill that authorizes the Secretary of State's office to contract with federal and state agencies, as well as private entities, for voter roll verification for elections in Iowa, effective January 1, 2026.
Amends and modifies provisions related to statewide voter registration systems and records to authorize the Secretary of State’s office to contract with federal agencies, state agencies, and private entities for voter roll verification and maintenance in Iowa (Sec. 39).
Specifies steps for setting an individual's voter registration status as “unconfirmed” when it has been determined that the individual is not qualified to vote (Sec. 41).
Specifies that an individual’s voter registration status may be changed from “unconfirmed” to “active” once they provide proof that they are qualified to vote under the provisions of this bill (Sec. 47).
Authorizes election officials working at voting polls to prohibit an individual from voting if they believe the voter’s qualifications are invalid due to citizenship status, and instead require them to cast a provisional ballot (Sec. 47).
Specifies that an individual whose voting eligibility has been challenged may present evidence to an election official to prove they are qualified to vote under Iowa state law (Sec. 47).
Specifies that the provisions of this bill shall take effect on January 1, 2026 (Sec. 24).
