Title: Authorizes Sports Betting

Vote to pass a bill that authorizes sports betting in Oklahoma, effective November 1, 2025.

Highlights:

  • Authorizes the conducting of and participation in sports betting in accordance with the provisions of this bill in Oklahoma (Sec. 1).

  • Authorizes the Oklahoma Horse Racing Commission to issue organization licensees for three racetracks under the following conditions (Sec. 1):

    • The racetrack has been hosting horse races with betting since 2001;

    • One of the three racetracks is located in a county with a population greater than 600,000 persons;

    • The remaining two racetracks are located in counties with populations less than 400,000 persons.

  • Specifies that authorized gaming may only be conducted by organization licensees at enclosure locations where live racing is conducted (Sec. 1). 

  • Requires organization licensees to keep record and report quarterly to the Oklahoma Horse Racing Commission the number of games authorized by the provisions of this bill (Sec. 1). 

  • Establishes the Model Tribal Gaming Compact that extends an offer to all federally recognized Indian tribes to enter a gaming compact with the state (Sec. 2). 

  • Requires the first $20,833.33 of fees received each month by the state under the provisions of this bill to be transferred to the Department of Mental Health and Substance Abuse Services, maintaining the current funding levels for compulsive gambling treatment (Sec. 2). 

  • Specifies that the provisions of this bill shall take effect November 1, 2025 (Sec. 4).
