Title: Establishes Guidelines for Businesses with Online Services Frequently Used by Minors
Vote to pass a bill that establishes guidelines for businesses with online services frequently used by minors in Washington.
Establishes various guidelines for businesses with online services frequently used by minors in Washington, including that business (Sec. 1-10):
Either estimate the age of minor users with a reasonable level of certainty or apply the same privacy and data protections afforded to minors to all users;
Limit notifications to minors during specific hours unless parental consent is obtained. This includes social media platforms and other online services where user-generated content is a significant part of the Service;
Refrain from the use of dark patterns to lead or encourage minors to provide certain information or take certain actions;
Refrain from collecting, selling, or sharing personal information from minors under 13, except for age verification purposes; and
Provide default privacy settings for minors that offer a high level of privacy unless a compelling reason is demonstrated otherwise.
Specifies that if funding appropriations are not allocated by June 30, 2025, the provisions of this bill shall be null and void (Sec. 11).
