Establishes a Chief Information Officer (CIO) Council Comprised of its leadership from state agencies to provide strategic oversight, interoperability guidance, and policy recommendations (Sec. 1-2).
Establishes regulatory authority to establish rules, policies, and security protocols necessary to support the statewide data exchange initiative (Sec. 1-2).
