Vote Smart's Synopsis:

Vote to pass a bill that prohibits groups, political action committees and organizations influencing state policy from allowing a foreign national to fund or participate in the initiative in Wyoming.

Highlights:

• Requires each group filing with the Secretary of State under W.S. 22-24-201(a) to file an accompanying certification regarding funding from prohibited sources, it must include the following statements (Sec. 1):

• No expenditure was funded knowingly by a prohibited source;

• Did not knowingly receive, solicit, or accept contributions or expenditures from a prohibited source; and

• That the group will keep records of contributions and expenditures for a period of not less than 5 years.

• Requires that contributions before being accepted must obtain affirmation that the donor has not knowingly accepted more than $100,000 in aggregate from prohibited sources in the immediately preceding 4 year period (Sec. 1).

• Prohibits foreign nationals from directing, controlling, or otherwise participating in the decision making of any political action committee or organization supporting or opposing any statewide initiative or referendum petition drive (Sec. 1).

• Prohibits any foreign nationals from soliciting, the making of a donation, contribution or expenditure by another person to influence a ballot initiative (Sec. 1).
