IF THE LEGISLATURE ACCEPTS THE ENTIRETY OF THE GOVERNOR'S RECOMMENDATION(S), THE LEGISLATION BECOMES LAW WITHOUT FURTHER GOVERNOR ACTION. IF THE LEGISLATURE REJECTS THE RECOMMENDATION (IN WHOLE OR IN PART), THE GOVERNOR CAN SUBSEQUENTLY ELECT TO SIGN OR VETO THE LEGISLATION.
Title: Amends the States Existing Renewable Portfolio Standard
Vote to amend and pass a bill that amends the state's existing renewable portfolio standards in Virginia.
Amends the state's existing renewable portfolio standards in Virginia (Sec. 1-3).
Amends certain renewable energy portfolio standard program requirements for Dominion Energy Virginia, including (Sec. 1-3):
The annual percentage of program requirements to be met with behind-the-meter solar, wind, or anaerobic digestion resources of 3 megawatts or less located in the state; and
the date by which 75 percent of such requirements shall be met with resources located in the state.
Repeals the requirement for a solar-powered or wind-powered generation facility to have a capacity of no less than 50 kilowatts to qualify for a third party power purchase agreement under a pilot program (Sec. 1-3).
Authorizes Dominion Energy Virginia to recover certain costs before December 31, 2032, and specifies that it is state policy to encourage the development on previously developed project sites, as defined in existing law, to reduce the land use impacts of solar development (Sec. 1-3).
