Vote to concur with House amendments and pass a bill that establishes a pilot program to authorize utility companies to take over of the thermostat control and other energy-using devices in Virginia homes or businesses.

Requires the pilot program to evaluate electric grid capacity needs and the ability of such virtual power plants to provide grid services, including peak-shaving, during times of peak electric demand (Sec. 1).
Specifies that the utility company shall not own electric school buses but may own the related storage batteries (Sec. 1).
