Vote Smart's Synopsis:

Vote to pass a bill that requires the protection of the first person to call 911 or campus security when someone is in need of medical attention as a result of hazing in Missouri.

Highlights:

• Defines the offense of hazing as knowingly soliciting another person to participate in an act that endangers the mental or physical health or safety of a prospective, current, or former member of a university-sanctioned organization in Missouri (Sec. 2). 

• Specifies a violation of these provisions as a Class A misdemeanor, unless the act creates substantial risk to the life of an individual, in which case it is classified as a Class D felony (Sec. 6). 

• Specifies that an individual shall not be guilty of the offense of hazing if the individual proves all of the following (Sec. 7):

• An individual, as a result of hazing, appeared to need of immediate medical assistance;

• They were the first person to call 911 or campus security;

• They provided their name, the address where medical assistance was needed, and a description of the medical issue; and

• They remained at the scene with the individual in need of medical assistance until medical assistance, law enforcement, or campus security arrived.
