Vote to concur with Senate amendments and pass a bill that transfers control of the St. Louis police department under a mostly governor-appointed board in Missouri.

Highlights:

• Establishes the Board of Police Commissioners to be the governing body of any permanent police force in cities not within a county in Missouri (Sec. 84.020).

• Requires that the board consist of five commissioners with the following composition (Sec. 84.020):

• One commissioner who is the mayor of a city not within a county;

• One citizen commissioner appointed at the sole discretion of the governor; and

• 3 commissioners appointed by the governor from three separate panels of candidates submitted to the governor.

• Specifies that citizen commissions shall be residents of the city for not less than 3 years preceding their appointment (Sec. 84.020).
