Title: Authorizes Redevelopment of Certain Mall Facilities with STAR bond.
Vote to pass a bill that authorizes redevelopment of certain mall facilities with through the STAR bond program in Kansas.
Extends the state's STAR bond program to finance mall redevelopments (Sec. 1-9).
Defines “Sales Tax and Revenue (STAR) bonds program” as an economic development tool that allows local governments to issue bonds to finance major commercial, entertainment, and tourism projects (Sec. 1-9.
Specifies that sales tax revenue generated by the development shall then used to pay off the bonds (Sec. 1-9).
Amends and makes certain changes to the STAR bond program, including, but not limited to (Sec. 1-9):
Requiring collection of visitor data,
Requiring public disclosures,
Eliminating eminent domain power for such projects; and
Making malls eligible.
Specifies that the provisions of this bill shall take effect after its passage and publication in the state statute book (Sec. 10).
