Vote to concur with House amendments and pass a bill that prohibits the manufacture, distribution, transfer, sale, or purchase of a "specified semiautomatic firearm," which includes semiautomatic rifles and shotguns, along with gas-operated semiautomatic handguns that have a detachable ammunition magazine unless a buyer first takes a training course in Colorado.
Prohibits the manufacture, distribution, transfer, sale, or purchase of a "specified semiautomatic firearm," unless a buyer first takes a state approved training course in Colorado (Sec. 1-9).
Defines “specified semiautomatic firearms” to include semiautomatic rifles and shotguns, along with gas-operated semiautomatic handguns that have a detachable ammunition magazine (Sec. 1-9).
Prohibits knowingly manufacturing, distributing, transferring, selling, or purchasing a specified semiautomatic firearm unless that an individual is transferring a specified semiautomatic firearm to an heir, an individual residing in another state, or a federally licensed firearm dealer (Sec. 1-9).
Specifies unlawful manufacture, distribution, transfer, sale, or purchase of a specified semiautomatic firearm is a class 2 misdemeanor and increases second or subsequent offense to a class 6 felony (Sec. 1-9).
Requires the Department of Revenue to revoke the state firearms dealer permit of a dealer who unlawfully manufactures, distributes, transfers, sells, or purchases a specified semiautomatic firearm (Sec. 1-9).
Requires the Colorado bureau of investigation to deny the transfer of a firearm to a person who was convicted of misdemeanor unlawful manufacture, distribution, transfer, sale, or purchase of a specified semiautomatic firearm within 5 years before the transfer (Sec. 1-9).
Specifies that an individual convicted of felony unlawful manufacture, distribution, transfer, sale, or purchase of a specified semiautomatic firearm is prohibited from possessing a firearm or certain other weapons (Sec. 1-9).
Defines "rapid-fire device" and classifies them as a dangerous weapon and prohibits possession under Colorado law (Sec. 1-9).
Repeals the definition of "machine gun conversion device" and removes machine gun conversion devices from the list of dangerous weapons (Sec. 1-9)
Specifies that the provisions of this bill shall take effect beginning September 1, 2025 (Sec. 10).
