Vote to pass a bill that requires vehicle manufacturers to terminate technologies that allow third parties to access the location or control systems of vehicles owned by domestic violence victims within 2 days of a request in New York.

Highlights:

• Requires vehicle manufacturers to allow domestic violence victims to terminate any connected vehicle service upon request (Sec. 1). 

• Defines “connected vehicle service” as any technology that enables third parties to access the location or control system of the vehicle (Sec. 1). 

• Requires that the connected vehicle service is terminated within 2 business days of receiving the request from the driver (Sec. 1). 

• Specifics that if the manufacturer is unable to terminate the connected vehicle services for technological reasons, they must provide the driver with alternative solutions such as instructions on how to disable the connected vehicle service manually (Sec. 1). 

• Requires manufacturers to provide information on its website regarding the process of how to terminate connected vehicle service (Sec. 1). 

• Establishes a civil penalty not to exceed $500 per violation of the provisions of this bill (Sec. 1). 

• Specifies that these provisions will take effect January 1, 2028, for vehicles manufactured on or after January 1, 2028, and on July 1, 2026, for vehicles manufactured before January 1, 2028 (Sec. 1). 

• Requires simultaneous passage of proposed legislative bills S 9174-B and A 38 9616-C, related to remote vehicle technology and domestic victims, before taking effect (Sec. 1).
