Vote to pass a bill that establishes a 5-year moratorium on new casino licenses in Iowa.

Highlights:

• Establishes and imposes a 5-year moratorium (freeze) on new casino licenses issued by the Iowa Racing and Gaming Commission (IRGC) in Iowa (Sec. 1-5).

• Establishes new restrictions on future casino license applications once the freeze is lifted, including (Sec. 1-5)

• Prohibiting new facilities if projections show they would reduce the adjusted gross receipts of an existing casino by more than 10% or negatively affect the annual distributions of a qualified sponsoring organization; and

• Prohibiting counties where the IRGC has denied a license in the past eight years would be barred from applying.

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor and shall apply retroactively to January 1, 2025 (Sec. 6).
