Title: Establishes a 5-Year Moratorium on New Casino Licenses
Vote to pass a bill that establishes a 5-year moratorium on new casino licenses in Iowa.
Establishes and imposes a 5-year moratorium (freeze) on new casino licenses issued by the Iowa Racing and Gaming Commission (IRGC) in Iowa (Sec. 1-5).
Establishes new restrictions on future casino license applications once the freeze is lifted, including (Sec. 1-5)
Prohibiting new facilities if projections show they would reduce the adjusted gross receipts of an existing casino by more than 10% or negatively affect the annual distributions of a qualified sponsoring organization; and
Prohibiting counties where the IRGC has denied a license in the past eight years would be barred from applying.
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor and shall apply retroactively to January 1, 2025 (Sec. 6).
