Title: Prohibits "Grooming" and Creates a Criminal Offense for "Pattern of Conduct" with a Minor
Vote to pass a bill that prohibits "grooming" and creates a criminal offense for a "pattern of conduct" with a minor in Ohio.
Prohibits "grooming" and creates a felony criminal offense and a civil penalty of up to $2,500 (Sec. 1).
Defines grooming as an adult engaging in a “pattern of conduct” with a minor that would cause a reasonable adult to believe that the adult has a purpose to entice, coerce, solicit, or prepare the minor to engage in sexual activity (Sec. 1).
Specifies that individuals found guilty of a grooming offense are required to register with the childhood sexual abuse civil registry and extends the statute of limitations period for prosecuting violations indefinitely (Sec. 1).
Requires grooming offenses to be included in an individual's criminal record and appear on employer background checks (Sec. 1).
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 2)
