Vote Smart's Synopsis:

Vote to concur with Senate amendments and pass a bill that amends the skin care services that may be performed by an esthetician or cosmetologist in Michigan.

Highlights:

• Establishes the following licensing requirements for an esthetician, including that they (Sec. 1201):

• Must be at least 17;

• Must demonstrate good moral character;

• Must have an education equivalent to completion of the 9th grade; and

• Must complete at least 400 hours of training in a licensed school of cosmetology or as an apprentice in a licensed cosmetology establishment where skin care services are offered

• Authorizes an esthetician or cosmetologist to perform the following skin care services (Sec. 1201):

• Beautifying the skin of the body of an individual by using cosmetic preparations, antiseptics, tonics, lotions, or creams;

• Cleansing or stimulating an individual's skin using the hands, devices, apparatus, noninvasive light, or appliances;

• The temporary removal of hair from the body of an individual by using depilatories, waxes, razors, scissors, slippers, thread, or tweezers;

• Facials, applying removable makeup eyelashes, or any other application of a preparation or beauty enhancement, excluding permanent makeup and tanning equipment, excluding spray tans;

• Exfoliation, limited to the stratum corneum using products or devices, including class 1 medical devices;

• Dermaplaning or microdermabrasion;

• Non Medical grade hydromabrasion;

• Applying nonmedical graft chemical peels;

• High-frequency treatments, as long as the esthetician or cosmetologist has approved documenting training;

• Eyebrow services, including extensions and tinting; or

• Facial cupping.
