Highlights:

• Authorizes doula scholarship program, to be administered by the department. Requires the department of the scholarship program to complete the following (Sec. 3): 

• Awards eligible individuals the scholarship; 

• Promotes necessary rules to implement this act; and 

• Makes known the program's availability, with partnered universities, nonprofit organizations, and other individuals. 

• Authorizes award to be given to eligible individuals that meet all of the following criteria (Sec. 5): 

• Individuals who have not been awarded a scholarship under this act during application submission; 

• Shows financial need through household income or through any of the following financial assistance they might receive: 

• Supplemental nutrition assistance program; 

• Special supplemental food program for women, infants, and children; 

• Social Security Administration SSI program; or 

• Other programs.

• Signs an application that shows intent to become a doula and provides proof of state residency;

• Meet all standards specified in section 3. 

• Requires submission of scholarship application to be done so by application form provided by the department (Sec. 7). 

• Requires individuals to receive a minimum of $1,000 and a maximum of $3,000 (Sec. 7). 

• Requires scholarship recipients to show completion of doula training or current training with proof after 6 months. Authorized acceptable submission of proof or documentation as the following (Sec. 7): 

• Letter from a healthcare professional;

• A client who the doula has served; 

• Other documentation accepted by the department. 

• Specifies the recipients of the award that fail to show proper documentation or proof will be asked to repay the award (Sec. 7).
