Vote to concur with House amendments and pass a bill that amends the ID requirement for the Colorado Road and Community Safety Act for undocumented individuals Residing in Colorado.

Highlights:

  • Repeals previous state driver's license requirements for undocumented individuals that required they (Sec. 1):

    • Have filed a Colorado resident income tax return for the prior year;

    • Demonstrate residence in the state for 2 years; and 

    • Provide a documented Social Security number, or an individual taxpayer identification number (TIN).

  • Expands the list of identifying documents that are accepted to the following (Sec. 1):

    • A photocopy of a passport issued by the applicant's country of origin;

    • A voter identification card with a photograph issued by the applicant's country of origin; and

    • A driver's license, instruction permit, or identification card issued by the applicant's country of origin.

  • Requires undocumented individuals still pass the following tests and exams to attain their driver's license, including a (Sec. 1): 

    • Written exam;

    • Vision check; and

    • Driving test.

  • Specifies that the provisions of this bill shall take effect March 31, 2025 (Sec. 3).
