  • Specifies that a person involved with a criminal organization, knowingly possessing nitroglycerine, explosives, thermite, engine, machine, tool, device, chemical, or substance, adapted and made to cut or burn through, forcing, or breaking open a motor vehicle, or an electronic device that is meant to unlock or turn on a motor vehicle, to steal more than 1 motor vehicle is guilty of a felony with a maximum punishment of 10 years (Sec. 116). 

  • Specifies that the bill section does prohibit other charges and punishments (Sec. 116).
