Vote to concur with House amendments and pass a bill that requires individual home caregivers be categorized as public employees and authorizes collective bargaining in Michigan.

Highlights:

• Establishes the home help caregiver council within the Michigan Department of Health and Human Services (Sec. 2).

• Specifies that the council is tasked with providing training and orientation for home help caregivers, scouting qualified home help caregivers, and collecting data related to pay, turnover, and retention of home help caregivers;

• Defines home help caregivers as public employees solely for collective bargaining purposes (Sec. 4).

• Specifies and clarifies that home help caregivers are not to be treated as public employees in any way besides that the caregivers gain the right to collective bargaining (Sec. 4).
