Title: Expands Restrictions on Class 2 E-Bikes
Vote to concur with Senate amendments and pass a bill that increases limitations, including age, on e-bikes in California.
Specifies this bill as the Marin Electric Bicycle Pilot Program (Sec. 1).
Authorizes the County of Marin, or in unincorporated areas, to limit the use of class 2 electric bicycles to 16-year-olds and older (Sec. 1).
Authorizes the County of Marin, or in unincorporated areas, to require the use of helmets when operating a class 2 electric bicycle (Sec. 1).
Specifies violations as punishable by warning notice for the first 60 days it is in effect (Sec. 1).
Specifies violation of age restriction as punishable by a $25 fee after 60 days. Exempts infraction citation if proof can be delivered of electric bicycle safety and training course completion within 120 days after citation (Sec. 1).
Specifies unemancipated minor’s parents to be jointly liable and the minor for the fee (Sec. 1).
Requires the county that adopts the ordinance by January 1, 2028, to submit a report to the Legislature that includes all of the following (Sec. 1):
Amount of traffic stops initiated for violations;
Traffic stops, whether citation or warning was issued, seized property, or if arrest was made;
Amount of times an age violation stop was made but the individual was found to be over the age limit; and
Whether a warning or citation was used, and a description of it.
